Course curriculum

Planners are often tasked with assessing potential effects on the community that would result from a development proposal, so our goal is to better arm planners to critically evaluate these studies rather than relying on the executive summary. Panelists will visually walk the attendees through a sample study and providing more context on how the data is collected, the parts that make up a technical document, and what the planner should be looking for. Walk away with more confidence analyzing technical documents and, in some cases, learn to recognize whether an underlying issue has been unaddressed or is being manipulated.

Sara Disney Haufe

Senior Transportation Engineer, Sam Schwartz

Sara Disney Haufe is a Senior Transportation Engineer at Sam Schwartz, where she is responsible for project management and business development in the areas of traffic engineering, parking analysis & management strategies, and transportation planning. During her 13-year career as a transportation consultant, Sara has delivered solutions to clients in the public and private sectors on a variety of project types, including residential, commercial, and industrial developments; expansion and revitalization efforts for campuses and downtown districts; and large-scale infrastructure improvements. Through this experience, she has developed a strong conviction for the foundational role of transportation in the land use industry and strives to leverage her profession to foster livable and successful communities. Sara earned a Bachelor of Science in Civil & Environmental Engineering from the University of Illinois at Urbana-Champaign and is a member of the ULI Chicago Product Council – Red Flight.

Jayme Leonard

Owner & President, Red Leonard Associates

Jayme Leonard is a manufacture rep agent in the Petroleum Equipment Industry. Jayme has been the owner and President of “Red” Leonard Associates, Inc. since 1988, after the passing of his Father, Donald “Red” Leonard in 1987. He has personally been affiliated with PEI since 1985 and is in good standing. Throughout his tenure Jayme and “Red” Leonard Assoc. Inc. has been the recipient of numerous awards and acknowledgements, for outstanding performance and sales. As a sales agent, he has always had a passion for designing petroleum and commercial sites to meet local ordinance criteria. He has been a mentor to many along the way. Over the years Jayme has been asked to provide expert testimony for many of his customers for petroleum and commercial local lighting requirements. Jayme and his family reside in Cincinnati, Ohio.

Jerry Willman

Illinois Environmental Protection Agency

Jerry Willman is with IEPA (Illinois Environmental Protection Agency) The Illinois General Assembly was the first state legislature in the nation to adopt a comprehensive Environmental Protection Act. It was signed into law by Governor Richard Ogilvie and became effective on July 1, 1970. As a part of that act, the Illinois Environmental Protection Agency was created. The mission of the Illinois EPA is to safeguard environmental quality, consistent with the social and economic needs of the State, so as to protect health, welfare, property and the quality of life. Illinois EPA works to safeguard the state’s natural resources from pollution to provide a healthy environment for its citizens. By partnering with businesses, local governments and citizens, Illinois EPA is dedicated to continued protection of the air we breathe and our water and land resources.

Mike Charles

Illinois Environmental Protection Agency

Mike Charles is a Lead Worker in the Illinois Environmental Protection Agency’s voluntary cleanup program known as the Site Remediation Program, or SRP. He has been with the Illinois EPA for 33 years and has spent most of that time working with the Bureau of Land’s brownfields initiatives. He has also spent time in the Agency’s former Ecotoxicology Laboratory and the Leaking Underground Storage Tank program. He received his Bachelor of Science degree from Southern Illinois University at Carbondale in 1986.
