Katy Shackelford, AICP, PTP is an urban planner located in St. Louis, MO. During the day she works as a Grant Specialist for Stantec's North American Funding Program where her primary responsibilities include researching, development, and administration grants. With nearly 10 years of experience in transportation, economic development, and public policy, Katy has a talent for creating catalytic community impacts using infrastructure investment. She ensures impactful and meaningful community-driven outcomes in all her work. She’s passionate about building places people love and has helped communities and clients secure over $29M in federal, state, and private grants.

Reema Abi-Akar

Tri-County Regional Planning Commission

Reema Abi-Akar has been with the Tri-County Regional Planning Commission for five years. She holds a Bachelor of Arts in Urban Planning from the University of Illinois at Urbana-Champaign and a Master of Science in Natural Resources and the Environment from the University of Michigan. She has worked on a wide range of regional projects, such as Peoria Lakes environmental planning, hazard mitigation, 2020 Census marketing, and human service transportation coordination. She is the de-facto editor-in-chief at the office when the need arises. In her spare time, she serves as the President of the Peoria Prowlers Roller Derby and evaluates ice cream shops in her area.

Greg Crowe

Greg Crowe, AICP is a Project Manager with MSA Professional Services. Greg has experience as Decatur's Economic Development Coordinator and Assistant City Manager of Development Services. He also spent nine years with MSA Professional Services. Greg has a Bachelor of Political Science degree from Illinois Wesleyan University and a Master of Urban and Regional Planning from the University of Illinois, Urbana-Champaign. Greg is currently serving his second term as Training Coordinator for the Board of Directors of the Illinois State Section of ILAPA.

Ryan Shrimplin

City of Cape Girardeau

Ryan Shrimplin, AICP, is the City Planner for the City of Cape Girardeau, Missouri. He has 25 years of experience in planning, zoning, and development. His career began in his home state of Ohio, where he worked for the Mid-Ohio Regional Planning Commission (MORPC) while finishing his graduate education. After graduation, he accepted a position as a planner for the City of Centerville, Ohio, where he worked for several years. He later joined the architectural and engineering firm WD Partners, where he held various positions in planning, permitting, and development management. Ryan returned to public service in 2011, the year he started with the City of Cape Girardeau. As the City Planner, he oversees the operations of the City’s Planning Services Division. He provides staff support for the City Council, the Planning and Zoning Commission, the Historic Preservation Commission, and the Board of Adjustment. He also serves on the Old Town Cape Board of Directors and the Southeast Metropolitan Planning Organization (SEMPO) Technical Planning Committee. He previously served as the SEMPO executive director. Ryan has a Bachelor of Environmental Design degree from Miami University (Ohio) and a Master of City and Regional Planning degree from Ohio State University. He is a member of the American Institute of Certified Planners (AICP) and the American Planning Association (APA), and a former APA Missouri Chapter Board member.
