David Morley, AICP, is a Research Program and QA Manager at the American Planning Association in Chicago, where he manages and contributes to sponsored research projects; manages the development of the Research KnowledgeBase; develops, organizes, and participates in educational sessions and workshops; and writes for APA publications. Mr. Morley also edits Zoning Practice and has authored the June 2022 APA Zoning Practice publication Zoning for Data Centers and Cryptocurrency Mining.

Tom Thunder

Audiologist and Noise Engineer

Dr. Tom Thunder, AuD, FAAA, INCE is both a forensic audiologist and an acoustical specialist. He is principal of Acoustic Associates, Ltd. and has over 30 years of experience. He specializes in hearing and acoustics and has consulted on a variety of issues including hearing problems, audibility of warning devices, occupational noise, hearing conservation, environmental noise, acoustical privacy, building mechanical noise, ventilation noise, room acoustics, etc. Dr. Thunder also has a background in teaching college courses both in the classroom and online.

Stewart J. Weiss, is an Attorney at Elrod Friedman LLP where he counsels municipalities on land use, government regulations, and contract matters. Stew focuses on minimizing risk and establishing internal best practices, while providing clients with the flexibility to respond to external opportunities and challenges. He has assisted the Firm’s local government clients in the negotiation, drafting, and implementation of redevelopment and subdivision agreements, tax incentive and sales tax rebate agreements, and annexation agreements.
